I’m hosted on WordPress itself. That setting doesn’t exist with them.

On the WP site I administer, under Settings > Writing, there’s “Default editor for all users” with two options: Classic editor and Block editor

In our case, Block editor is selected, so I’ve not messed with it, but my assumption is that it might do what you want.
